Dear Potential Partners,

S&G - System and Generation Association has been developing a project entitled "Power of Partnership(PoP) for a better Social Inclusion", under the call Partnership Programmes for Civil Society Organisations Budget line(s): 22.020701 – Regional and Horizontal Programmes Reference: EuropeAid/132438/C/ACT/Multi which to be submitted before 13th April, 2012. The current Call for Proposals aims to achieve this by establishing partnerships with regional networks of CSOs to pursue shared objectives regarding good governance and the fulfilment of the political criteria for EU accession. The partnerships will strengthen CSO dialogue and the development of knowledge and experience. By bringing together representatives from different organisations in the Western Balkans, Turkey and EU, the programme will enhance CSO cooperation and understanding beyond regional and national levels. The Partnership Programmes will be implemented through Framework Partnership Agreements (FPAs) with associated grants for implementation.

According to the “Sectoral Annual Implementation Report -2011” by EU General Secretariat, the Progress Report of Candidate Countries (Turkey, Crotia and Macedonia)- 2010 the importance of communication and the collaboration are highly emphasized. Moreover the problems which could arise in the absence of such collaboration and efficient communication have been pointed out by various reports issued by EU and related bodies (Reports of Cross Border Implementation Programme-2010 by EU / European Security Strategy Report by Institute for Security Studies -2011). According to those reports and academic studies, again following the decreases the efficiency of co-operation/collaboration would weaken the coherence in European Policies, blocking the deepening phase of the EU integration process and also be a critical threat against the citizenship of EU.
Our project is based upon the assumption that there is no well functioning common ground among the IPA-B countries to discuss the common interest and issues. In order to contribute the solutions of the shortcomings explained above, foundation of a social network is one of the urgently required actions. In our project, a network enabling a social inclusion and improving the capacity of human resources will construct. “The Immobility “problem of the disadvantageous groups through the EU Zone will be criticized. Construction of Networks through which the partners could share their experiences, information and best practices could not only decrease the inefficiency coming through the lack of communication but also would increase the solution building capacity of the CSO’s against the related problems they are facing with. Moreover it would also build a new living network which is another capacity itself enabling the members for self-improvement and collaboration.
Our partnership strategy is based on POP (Power of Partnership) programme based on construction of a platform through which the partners are contributing the training, seminar and common activities. By using the POP, both an efficient network and higher social inclusion easily be achieved. The main partners will find the local partners including CSO s and­ (or) official bodies like municipalities and institutions to achieve the activities indicated above.
In our approach methodology, non-formal learning techniques will be applied in Seminars and trainings. Moreover, best practice share modelling, development of strategic plan based on problem tree analysis and LFM Approach will also be applied. With this partnership and network, a collaboration lasting for at least 24 months and following another 24 months will be achieved. The Construction of the partnership is based upon equal responsibility and share in which all the main partners will be responsible for the activities and organizations with their local partners.

Overall objectives of the project are:
1. Improvement of the environment for civil activism and state-civil society dialogue at regional and national levels.

2. Strengthening the capacity and efforts to provide analysis, advocacy and monitoring of key sector reforms at regional and national levels

Specific objective of the project is contributing to the improvement of activities focused on social inclusion amongst IPA-B (Albania, Bosnia and Herzegovina, Croatia, Iceland, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, and Kosovo under UNSCR 1244/99) countries, supporting the activities to create more active civil society participation in public debates, which leads the higher capacity.

Stakeholders of the project are: (1)Young people who has got fever opportunities; (2)Local CSOs who are not enough to capable in order to construct a network; (3)Local authorities who are closed to CSOs; (4)Other portion of the society who would like to join Networks in Eurozone; (5)Official govermental instutions whose awareness will be increased by means of good practices of Networks and CSOs with the involvement of reform process. Estimated results are; (1) Constructing a network; (2)Through the network promoting the social inclusion over the concept «immobilitiy of disadvantageous »
Main activities will be as follows; (1)Construction and declaration of strategic action plan; (2)fixing the road-map; (3)building a social network and implementing common thematic actions; (4) seminars, trainings; monitoring activities.

We have already prepared the concept note of the project. We kindly invite 1 partner from EU and 4 partners from IPA -B Countries(Albania, Bosnia and Herzegovina, Croatia, Iceland, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, and Kosovo under UNSCR 1244/99)
